MOBEDIC - A Decision Modelling Tool For Emergency Situations
نویسنده
چکیده
This paper describes a software tool that we have developed at AIAI for modelling the decisions that people make in emergency situations in o shore environments. The tool was developed using C++ and runs on a PC under MS Windows. It has a generic architecture and can be easily extended to other environments with di erent characteristics, e.g., hospitals, commercial buildings, etc. We use frames to represent a person's characteristics and their perception of the environment; scripts are used to de ne typical behaviours for particular situations. Our tool can be used to predict the likely behaviours of a population in hazardous situations and help evaluate the e ectiveness of emergency procedures and training. We have worked with our collaborators to integrate our decision model with their model of people's movement to produce a system that can realistically simulate emergency scenarios on o shore structures. We believe that this is the rst egress and evacuation modelling tool to incorporate both decision making and movement modelling. Our work is therefore an important step in the introduction of improved approaches to the evaluation of o shore safety management. Validating the decision model proved di cult because of lack of suitable data. We acquired additional data by interviewing o shore personnel and monitoring a mustering exercise. We then simulated an o shore emergency scenario and the results were encouraging. In the future we would like to enhance our model by incorporating communication between personnel. This would allow us to model complex scenarios, especially those that cannot be simulated realistically in training exercises.

An extended hesitant group decision-making technique based on the prospect theory for emergency situations
Throughout the present manuscript, we are going to introduce a novel group emergency decision-making technique in which the application of prospect theory explains the psychological behaviour of the decision maker who is affected by the hesitancy and uncertainty of cognition in decision making problems.\Instead of usual aggregation procedure, we implement here a new fusion technique that ...

متن کاملEmergency department resource optimisation for improved performance: a review
Emergency departments (EDs) have been becoming increasingly congested due to the combined impacts of growing demand, access block and increased clinical capability of the EDs. This congestion has known to have adverse impacts on the performance of the healthcare services. Attempts to overcome with this challenge have focussed largely on the demand management and the application of system wide p...
متن کاملConceptual Modelling for Management of Public Health in Case of Emergency Situations
Emergency situations such as biological or chemical incidents require prompt decision making. There are however only a limited set of formally declared procedures and principles of how to tackle such incidents. The aim of the paper is to introduce specific techniques of conceptual modelling that form a framework of decision making during emergency situations. The paper will present an ongoing r...
متن کاملCritical Situations for Decision Making: a Support Based on a Modelling Tool
This paper proposes a tool aiding decision makers in critical situations. The idea of this work consists in a modelling approach for Cooperative Knowledge Based Systems. This approach is based on a Task/Method paradigm we describe. We then propose to take into account collateral effects of tasks in order to support decision makers in a critical context. The proposed tool can then generate a deg...
